King of Nothing
Since its at 1, nobody runs it. This is a huge s/t destruction format, so setting it usually doesn't do much (unless if your opponent uses a heavy storm while they have a strong monster face up). If it was at 2 or 3 it'd be ran more, or if the minimum deck size moved up to 50.
Ieyasu Tokugawa
So it turns out you can't use this if your opponent controls Dark Simorgh, even if you target an opponent's card. Trolls a lot, but the limit cut usage.
Resident Fascist
Reason it's not ran is because no one can find room. If i'm stuck for ideas, I usually throw this in and see how it goes. It really helps almost every deck in the game somehow. It's a Swiss army knife in a card.

El Majishan
clearly a card that stops exceeds, synchros, big monsters and breaks up combos is not needed....FYI alot of people still run it. damn you people say some dumb s*** sometimes. TheTurtleOnceCalledGod
Warning may be good, but many cards can just be brought back from the grave easier than one would think (Grapha), face-down stops the combo for a turn and gives you the chance to survive longer. Solemn Warnings have more of a place in the deck right now, but if this went back to 3 to be consistent, it would be brilliant.

I never said anything about book being better, I just pointed out that Book is more flexible than Warning and that is fact. The cards function in completely different ways so its like comparing apples to oranges. And as far as I can remember Book was limited a whole format before Exceeds became a factor.
BoM was limited because of the OCG rule change on ignition effects (priority). Once that came about it became a lot more powerful. So they limited it. Konami said they limited it because it would detach materials from Xyz, not Exceeds, and it was limited just before Xyz were released. Then they changed said rules.
