This card is the same as Beast Soul Swap, except it makes sense in this archetype because they can actually make use of it. Discuss.
evilfusion
The wording makes sense. It will still resolve even if the target's level changes before resolution.

"Return a level 4 or lower to your hand to activate this card. THEN MAKE SURE ITS A LEVEL 4 OR LOWER! Oh, and take 1 more look at it, JUST TO MAKE SURE. Then do the rest of this card's effect." Ieyasu Tokugawa
So, as long as you had a legal target in your hand when activated, can you just Summon the returned monster?

Bringerofcake
The wind up support in this set is kind of odd. Zenmairch, Zenmailfunction... A little difficult to pronounce.
evilfusion
Right, and it's a good thing they did that, to prevent ruling confusion if an effect chains to modify the target's Level, about whether the effect fizzles because the target is no longer valid, or if the target's Level at resolution doesn't matter. Returning to the hand is part of the effect, but when does it check the Level for SSing? When the target is in your hand, or when it's on the field? Clearly, Wind-Ups are obsessed with the word "Zen". Zenmaines, Zenmaister, Zenmighty, Zenmairch, etc

sbdnate
Hmm, I'm good... They don't need it. It could make for some lulzy plays here and there, but nothing that warrants deck space.
Dr. Cakey
Attack twice + recycle effects + dodge targeting effects = ??? No, seriously, it's a pretty good card. Whether or not Wind-Ups need it is a separate question, but it's a good card.
