Gotta' love how that "new" OCG is loaded with redundancy.
This card is the same as Beast Soul Swap, except it makes sense in this archetype because they can actually make use of it.

"Return a level 4 or lower to your hand to activate this card. THEN MAKE SURE ITS A LEVEL 4 OR LOWER! Oh, and take 1 more look at it, JUST TO MAKE SURE. Then do the rest of this card's effect."

No, I mean that you DONT check that it's still Level 4 or lower. No matter what its Level is at resolution, you still return it to the hand.

Right, and it's a good thing they did that, to prevent ruling confusion if an effect chains to modify the target's Level, about whether the effect fizzles because the target is no longer valid, or if the target's Level at resolution doesn't matter.

Returning to the hand is part of the effect, but when does it check the Level for SSing? When the target is in your hand, or when it's on the field?

Clearly, Wind-Ups are obsessed with the word "Zen". Zenmaines, Zenmaister, Zenmighty, Zenmairch, etc
