Personally, my awnser is Yes to both. The fact that it pretty much gives you a +1 when it's sent from anywhere doesn't help it's innocence case at all. It's undeniable that this thing isn't completely silly. After STBL went out of print and before Formula got limited, especially when FIsh FTK had the s*** hyped out of it, Formula was expensive as hell.
