Effect:

Because you get any spell and you can suddenly chain it that turn.

Your opponent gets 2 also, its not like your the only one.

That's not really a valid reason.

Broken cards are not ok to have just because "both players have access to them"

Well the reason because its add a spell card to hand, doesn't really make it overall broken..their are tons of cards in the game that adds monsters, spells to hand. This also becomes a problem for you because it uses up your Spell/trap card zone. Please state the case for why it is broken in point form and i will address each one.

Spell Sanctuary
Continous Spell Card
You cannot activate other Spell or Trap Cards the turn you activate this card. When this card is activated: You and your opponent can select 3 Spell Cards from its Deck, have an opponent pick one of them at random, and add it to its hand. Each player then returns the remaining cards to his/her Deck. Once per turn: Each player can activate 1 Set Spell Card they control as it was a Quick Spell Card. You can only control 1 Spell Sanctuary.

Torrential actually has to respond to a summon.

Except they don't.
You get instant benefit, your opponent doesn't.
You can abuse it and instant OTK.
Hero's get Miracle Fusion in Battle Phase as well.

Now addressing the post:
There's no such thing as a generic Spell searcher in the game.
Toon Table of Contents pretty much only gets itself or Toon World
Hidden Armory is only equips, and gives you a sort of drawback that actually makes you play around it.
Terraforming and that Owl are for Field Spells only. Other Field Spell searchers are for a specific Spell each.
Polymerazion searchers are only, well... for Polymerization, except for the Synchro Fusionist, which is oddly specific on it's requirements.
Ritual Spells .... *laughs*

I can keep going.

This card adds a Spell of any icon of your choice from your Deck. It's easy and fast, and your opponent can't use their share yet because it's your turn.
Also, thinking of this in terms of "it's at 3" would make it even worse..
