This is just a Solemn Judgement with legs thats a key card for Dino Rabbits. Laggia is amazing, but isn't broken or generic. According to LZ's requirements, that spot would have to go to Leviair (first set/Monster Reborn from the Banished Zone/generic/literally takes a combination of 6 stars to make/ect.).
