[/quote] very likely it is the case. I just realize what it can target Kageki since it is under 2000 ATK and it's original ATK become 2000 from 200. So 1700 ATK > 3500 ATK. [/quote] Doesn't work Kageki's effect is Continuous. Therefore its attack will only max to 2000 Summon Shien > Summon Kageki > Kageki's ATK automatically becomes 1700 since you control a "Six Samurai" monster > Detach Xyz Material and it becomes 2000. So if an effect or something boosts it over 2000, Shadow won't work on it.
