Your thinking too small.
See, the thing about this card is the fact its a +1. Situational, yes, but every deck piratically runs the same 5-10 Spell/Trap cards, so its more then likely you will recover your own copy.
Though, the best way your going to want to use this card is against something that requires the Opponent to discard a card for the cost to activate something, as such, you end up getting a +2.
OR, as everyone pretty much stated, chain this to their Solemn cards and they end up paying Life Points for no reason, which, as a result, you end up being able to throw the same card back at them.
