Darj
I have not read the full list yet, but I got to say that I'm against allowing any Forbbiden Card in this Format. They are there for a reason and if you even slip a few, people will eventually find the way of abuse them. I support the Power/Special Banlist mechanic, and there still work to do on it. Finally, I think you shouldn't limit Karakuris in any way. They simply excell in this format and deserve to stay strong. If you want to do something about it, you should work on the Extra-Deck sickness instead, because that is what makes of a first-turn Burei in one of their best plays: You Summon Burei first turn, change the Position of a Karakuri you control to gain advantage with Anatomy, etc. Then, because of the sickness, even if the opponent Summons an stronger Synchro/Xyz, he/she won't be able to attack Burei anyways, which increases his chances of surviving the turn. Finally, in your turn, change the Position of that Synchro/Xyz or your Karakuris for further advantage, and proceed to beat. Basically, Burei is one of the few monsters that takes advantage of the sickness, and it shouldn't be punished because of it in my opinion. Also, there should be enough Machine-Type hate already to take care of it.
Strider Tigerwolf
Actually, it isn't the running over that I have problems with both Burei and Bureido. The 1 thing I don't like about them is their "Special Summon 1 Level 4 or lower "Karakuri" monster from your Deck" clause that get's to me because even if you hamper 1 of them down, that's still both field presence and deck thinning done simultaneously. THAT's why I want to hammer them down.

Zeppeli Gyro Supreme
Well, the Hunders seem pretty backwards, though the Machine deck is interesting. You probably don't need 3 Terraforming, though. Especially with 5 field spells. I mean, I get lots of field spells in my corn deck, and I only run 3 and 2 Terra. Zombie World might be an interesting side card for the deck. EDIT: And something interesting to note about this format is that it allowed my Corn deck to be what it is. With all of the cards I would want to run in it before, it would be impossible for me to run it as a Beast-Warrior variant and still keep all of my most powerful cards in the deck. However, in this format there is actually room in the deck.

That goes the same for the other two skeletons. The three terraformings is insurance. I want to get into my gear towns asap so I can get my Gadgetrons out. As for zombie world, well............that could really hinder me more then Necrovalley does, though necrovalley only hits 2 cards.

Zeppeli Gyro Supreme
How are hunders suppose to be played since you said the builds I had were backwards.
Well, generally you play them when you are going to A. Make an Xyz. B. Attack directly with a Watt and then Xyz. C. Synchro Summon using Vylon. D. Going to make Shock Master using Batteries. Really, the only thing I see wrong with the build is that you don't run very many Watts to target with Cobra, and you chose Pheasant over one of the best ones, Giraffe. Giraffe might seem bad on paper, but it stops your opponent from destroying your monster when you Xyz in MP2, they can't destroy a different monster with one of their set cards, when you attack with a different monster into something like Sangan or Legendary Jujitsu Master, they don't get their effects, and they can't bring out Gorz or Tragoedia either. Don't get me wrong. Pheasant is actually pretty good against Xyz and for getting rid of stuff like Marshmallon for a turn, but I'd prefer to use only 1, or have it side decked. You also shouldn't need those Double Summons unless you are going to be going for a Shock Master Play or something like that. Other than that, you should probably run only 1 Karma Cut, and play Dimensional Prison over the Adversaries.
Sleepy
Woow, I missed 3 pages full of very content-heavy comments...... Let's see, if I got the idea right: You are selecting the most commonly used limited/semi-limited staples in this format, and putting them in a certain category. Then, you are putting the less used limited/semi-limited cards in a different one to chose from. So the next tournament will essentially double the number of allowed limited/semi-limited cards per deck, with some discression in mind. Then you'll look for what the problem cards have demonstrated to be, and work them into one of the 2 categories of limited/semi-limited, or even banned. Without looking too much into the details, I must say that I like the concept. I don't think a special unlimited would be a good idea. You could argue about some cards that need your 3 copies of something, which even without actually running 3 of it, are still viable. Fusions like Blue Eyes Ultimante, have 2 ways: 1) You could choose Blue Eyes as your card at 3 2) Fusion Material substitues are meant for this sort of thing. Cards like "Three of a kind" are still viable depending on how often you bring out your card, or it'd become more archetype-specific for name impostors like Cyber Dragon Zwei, or Harpie Queen. I do like the idea of having a second unlimited at 3 in the deck though, I've felt there are some decks that cannot really be built, or would require odd combinations that are not yet discovered... just hope this doesn't actually inject too much consistency back into the game xD I guess that'll be taken care of by the list (possibly) It'll be a sort of pain to check tournament decks because DN doesn't really point at cards only we have in the list xD Not a huge problem though... I'ma kill all my decks and start from scratch. @D.A. - Slayer pretty much covered it, and another thing you could potently run on hunders instead of Duality would be Summoner Monk since Xyz Plays are the ones you want to make most often and Monk just gets you that access. @Sleepy - Special Unlimiteds are only for certain cards that don't seem problematic at the moment and are "physically" and mechanically plausible to run at 3 besides your other unlimited. The reason I noted Blue-Eyes is because it's a structurely sound card. It has support, it has several uses, BUT it does not have a relatively ground-breaking position, especially with Exodia gone. At the moment, the best I can see with it is being Xyz Fodder for Hieratics and a 3k Beater if summoned with RedRum. Even then, it's not much of a problem card. Same reasoning with Mokey Mokey. The reason I didn't include Cyber Dragon is because Cyber Dragon is Cyber Dragon.

Strider Tigerwolf
BLS is a Level 8 LIGHT Warrior monster with 3k ATK, can banish a monster regardless of position and lose it's attacking privilege OR can attack up to 2 times per turn. Not to mention it can be dropped at any time. Chaos Sorcerer is a Level 6 DARK Spellcaster with 2300 ATK, can banish 1 face-up monster and can't attack the turn it used that effect though it can still be dropped at any time. Strider Tigerwolf
Didn't we argue that if we ban everything we kill a deck? Strider Tigerwolf
Black Luster Soldier doesn't make Chaos Dragon and neither does Sorcerer. They just add an unfair power advantage to them. Even then, Chaos Dragon in my format would only be able to run RedRum over BLS anyway since it profits them more, and now they are able to add Chaos Sorcerer. The deck isn't being hammered, it's being supported. Also, BLS was previously banned because it was too powerful at one point. I've already hammered down a few decks within the format and BLS can run over the things hammered down, so why should it NOT be banned in this format? Actually longer now that I think about. Now that it's back though it's still good but pretty out classed.
And again are you going to actually explain how the weird power/special list works in a simple manner or not?
"Simple"? I'll try. First off, let's go with the Deck Slots. 1 Power/Special Limited Slot 1 "Absolute" Special Limited Slot 2 Power/Special Semi-Limited Slots 2 "Absolute" Special Semi-Limited Slots 3 "Special" Unlimited Slots 3 Normal Unlimited Slots These slots (excluding Normal Unlimited) are affected by the Power and Special Ban Lists respectively. The "Power Ban List" is the list with the most ground breaking cards that have a tendency to affect decks and their additional strength. These are the cards that either are "Key" for a deck's success OR aid in the deck's success in any way. Let's do some examples. Effect Monsters: Red-Eyes Darkness Metal Dragon and Lonefire Blossom. Both of these cards are in the "Power" List because they are "Powerful" cards. Lonefire gives you access to any Plant-Type monster in your Deck by tributing any other plant including itself. What does this mean? It can get me some pretty nasty cards onto the field without much effort. Cards include but are not limited to: Tytannial, Princess of Camellias, Oyacorn, "Naturia" Plants, Koa'ki Meiru Gravirose, Gigaplant, and more. Add to the fact that it has several revival means such as Miracle Fertalizer, Limit Reverse, Call of the Haunted, Gigaplant (with effect), it can make several game changing plays. As for Red-Eyes Darkness Metal Dragon, he is a Level 10 Dragon with an easy Summon condition, and then constantly rewards you so long as he is on the field. Targets include but not limited to: Lightpulsar Dragon, Darkflare Dragon, "Hieratic" Dragons, Galaxy-Eyes Photon Dragon, High ATK NORMAL Dragons (Blue-Eyes White Dragon, Luster Dragon #2, Watttaildragon, etc), White Night Dragon, "Dragunity" Dragons, etc. There's a very wide variety of dragons it can summon, most of which are ALSO game breaking. Then, add to the fact that it has OTHER ways to be summoned on the field and you have a very versatile Dragon with a VERY potent effect. It can be targeted by Eclipse Wyvern to get it from your Deck to the Banished Zone and then to your hand, it can be Special Summoned via Pulsar's effect, Call of the Haunted and Light and Darkness Dragon, and by itself it's 2800 ATK can run over most monsters. Synchros: Legendary Six Samurai - Shi En and T.G. Hyper Librarian Shi En despite it's clause of needing "1 Warrior-Type Tuner + 1 or more non-Tuner "Six Samurai" monsters", the clause is so easy to establish that he's incredibly easy and incredibly fast to get out onto the field. Not only that but by himself he creates a "mind" game, gives you control of the field near instantly, and is tough to take down given his protection effect. He's a near perfect shield that grants you even more benefits should you combine him with several of the archtype's Spell and Trap support or generic support for that matter. Add 2500 ATK and you have something that you need to worry about especially given that the format he'd be playing in is far slower and if you are able to out-advantage the opponent, it will most likely end in your favor. Speaking of advantage, that's exactly what T.G. Hyper Librarian does. Mass Synchro, even in my format can be done, and this guy rewards you for your efforts...in fact he rewards you a little too well, hence why he is in the Power List as well. Being able to draw from Synchro Summoning makes a -1 Synchro into a +0 Synchro most of the time, and to add fuel to the fire it can fuel for a quick reward system that gives you what you need most of the time when you need it, for little to no cost anymore. The Sole Xyz: Wind-Up Carrier Zenmaity Given how easy it is to summon the card and how immediate his effect takes place as well as given the fact that both Wind-up Shark and Wind-up Magician inter-loop with each other, this card basically adds fuel to the fire. While Normally the saying was that it got banned because of Wind-Up's famous handloop kill, Zenmaity is still powerful because even without the handloop, Zenmaity feeds into mass Wind-Up Swarm into 2->3 extra Xyzs during the turn it's summoned, even in my own format. it's incredibly flexible and makes your Deck a second hand. Add to the fact that it can be recycled by Salvage along with Wind-Up Shark and you have a recipe for disaster. Sole Ritual Monster: Evigishki Gustkraken Another handloop kill card, Evigishki Gustkraken can break the game into unfair play starting turn 1 should you be given the proper set up, and even then can still lead to -s games for your opponent where you deplete their resources while increasing your presence. Banned due to the Gishki Hieratic Hand Kill Loop, the deck is far less reliable, but the fact that Gustkraken can be searched, dropped and recycled, it's a card that should stay at 1 for it's design. Not only that, but this card also escapes Summoning Sickness within my format and can still feed into Xyz Summon Loops about as effectively (thought most likely to a lesser but more devastating) as Wind-Ups with Zenmaity since as a Level 6 can feed into Ptolemys, Bounzer and Exa-Beetle before being recycled back into the hand. Spells: Card Destruction and Reinforcement of the Army Card Destruction is a massively powerful card given Fableds, Dark World, and to some extent Empty Jar. Because of this the card has been limited to 1 due to it's immediate effect towards plays and the fact that other cards benefit from the very "destruction" it would normally presume. It can lead to massive +s by itself, and aids in OTKs in the Meta. In here, it's a key card to victory. Reinforcement of the Army is also a power card by being one of the most flexible searchers of a given type. You can add this card to E-Heroes in the Meta, or Six Samurai and it can lead to a myriad of advantage games. Most searchers tend to do this since they give you what you need when you need it almost 100% of the time. Such power HAS to be hammered. In my format, potential targets include but not limited to: Silver Sentinel, Armageddon Knight, Junk Warrior, "D.D. Warrior" monsters, D-HEROes, E-HEROes, "Heroic" monsters, "Six Samurai" monsters, "Ninja" monsters, etc. I can keep going on about several of the "Power Limited" and "Power Semi-Limited" cards because they are, as the list says, "POWER" cards. Now lets look at a few examples from the "Special Limited List". Effect Monsters: Grand Mole and Tsukuyomi Grand Mole is basically Compulsory Eva. Device, a near staple in this format, except it walks and is reusable. That type of power is pretty flexible and can give you options, but by itself is no big threat. However, it's because of that flexibility and power combination that the card has that it should be limited. Tsukuyomi is also a flexible card that has a pretty powerful effect, but, again, is a supplementary form of power and as such by itself is just flexible and needs preparation or certain criteria for it to be quite devastating. If you're thinking about a Mask of Darkness loop with this card, you're being very bad since the card is more flexible than just that. It can hammer opponent's cards such as a problem Axon Kicker, Jinzo, even Xyz monsters such as Utopia, Meastroke, and Gachi Gachi for a moment, giving you outs. Book of moon is also a similar argument. Traps: The Transmigration Prophecy and Magical Explosion Transmigration is flexible in the midst that it can disrupt plays. That's basically it. It's also at 1 because it can loop into it's own copies, making you never deck out hence why it should be at 1 by konami "logic". In my opinion, the card could be at 2 , but there's always that inherit danger of recycling key cards such as Heavy Storm, Dark Hole, 2nd Copy of Transmig while disrupting opponent's plays. In my format, and instant infinite deck like this isn't good...and Gishkies already have their own version of an infinite deck given 2 Mind Augus. Magical Explosion has its own OTK but in a slower format it's not seen as much. Not only that, but the consistency has severely decreased making this card that much more less relevant to play. Should a loop be found that makes this a consistent OTK once more, it can be placed onto the Power Limited List. How cards affect the game affects their position and right now since we're not adding cards to the ban list, we're working with those that we do have in the ban list. Now that that's settled, how does that affect deck making? By being able to run Power Cards with Special Cards, we aid in more flexibility, give more "outs" to decks and give cards that would normally not see play because of being "out classed" by others in the same position, we can most likely see versatile game play and interaction between the players. This list still hammer;s down absolute power to decks, still makes you make choices and think about what benefits you most. That was the aim, and the above cards in the list explain why they are there. The list however, is not perfect and as such needs input not just from me, but from everyone. HOWEVER! It does not need input from stubborn ill-logical members. Yes, D.A., this I am addressing to you because of the way you've presented yourself. You've showed your opinion, you've made your points, but frankly most of those points give a sense of what you just said yourself as being bad at the game. You have to back up your claims as to why a card is not banned other than saying "if Konami doesn't ban it, it shouldn't be banned" or 'BLS isn't OPed [insertfaultyinformationhere], and therefore should not be banned'. BLS IS a problem card because of it's design, it's effect(s), and conditions. Because of that design, effect(s), and conditions, it should be banned. Anyways, I digress. The Power and Special Lists, again, aid in the forming of decks with more options other than just the kill-everything-you-get-nothing cards. It gives more flexibility to the format, it gives, I repeat once more, out-classed cards in the same position as the cards that outclass them a chance to be played.
