No it was more so that it can increase the level of any Star Guide by 1 and could use it twice per turn, but it could only use the effect on its self once (can only increase its own level by 1 not 2), so it wouldn't over power itself where you get 2 of these out in a turn and make both of them 6 instantly for a 3000 ATK Star Lord or a Rank 6 like Streak Bounzer easily.
