Allows you to make a quick Rank 2 / 3 if needed and if you happen to use it in Lemuria.dek (haven't tried this card in the deck yet), a Rank 4+ is possible, depending on how many other Waters you have on the field. This isnt a problem with Frogs or Diva, and probably a number of the Mermail/Atlanteans. But having the effects negated makes Tripod Fish's effect less useful.
