either (if made) it would state Non-Xyz monsters or it wouldn't deal any damage if an Xyz monster was sent back.

Who cares if it burns based on Level? It still returns ALL opponent monsters to hand, including Xyz.

Honestly, card's a bit broken. Even if it just returns a single Level 4 to hand, that's 2000 burn, plus you can still attack.

Perfect for when someone triple JD's or Chaos Dragon swarms you. If you live through the onslaught you pretty much won the game lol
