I don't understand how it's not a +3. You're triggering effects and drawing a card as the end product.
Well, in a normal context, it's a +0: You lose 1 card from hand because you're activating the spell card along with 2 more after you draw. So you end up with the same number of cards you had before you activated it. HOWEVER, in DWs, the -2 for using it becomes a +0 because you lose those cards from your hand, but they're instantly replaced via their effects. So, you lose 1 card from hand to play the spell and gain 3 cards from the effect, hence, it's a +2.

Seriously?

A -3 to the deck that can be used in all decks. It's discard clause was created as a drawback, but now it's just setup, which is another bonus.

There are strategies out there that just need a tiny little bit more brainless consistency injected in them to pass from unreliable to OTKs. This card's impact can only be negative.

It'd do it's original intended purpose if it did something along the lines of:
Draw 3 cards. Then, discard 2 cards. Cards with the name of the discarded cards have their effect negated for the rest of the Duel. You can only activate 1 "Graceful Charity" per turn.

(random idea)

Lol

Graceful Charity:

"Discard 2 cards: Draw 3 cards. You cannot add or draw additional cards for the rest of this turn. You can only activate 1 "Graceful Charity" per turn."

Too bad this thing is just broken now. It'll most likely stay banned for a while, until Konami decides when the fuck it wants to bring it back to 1.
