So it's either a -1 to send a frog,or a 141 to send a frog that takes your normal summon?

 

It's fine.

How the fuck is turning any WATER in hand into a Foolish Burial fine?

 

I'm not saying it's an issue in any way, or even the main issue with frogs, but that's a rather stretched version of fine.

 

Being a -1 does not mean a card is balanced or well designed.

Because it's a very specific foolish burial,and its -1 or NS taking is a very fair cost for that one burial.

Foolish Burial is a -1. That argument is invalid. Normal Summoning it early game doesn't cost you at all.

 

I don't see how this is a fair cost when you can put everything you want in your grave in a single turn. The deck it works for makes it work so well that the "specific" argument has no grounds.

 

To top it all off, it's searchable.

You'd be putting everything you want at the cost of 2/3 cards in hand, mitigating almost every + the things you're sending give.

 

And im OK with foolish,mostly.

And? You're completely set up for the rest of the game. If you have Salvage, all the better. How is setting you up for an entire game in exchange for some advantage as bad as you make it out to be?

Well, not "bad", but not very worth saying a card is bad design for. And salvage would be more of a problem there(not that either of them is a problem.)
