evilfusion Posted February 16, 2013 Report Share Posted February 16, 2013 I imagine it's Level 3. It should have used Phantom Beasts, not Mecha Phantom Beasts. The other Mecha Phantom Beasts are Level 3 or 4, so you can go for Level 6, 7, 9, or 10 without the use of level modifiers. That's not very many options.
