Continuous Spell

When You Activate a Spell Card: place a Spell Counter on this card(Max 5.). Once per turn, you can remove Spell Counters from this card, Target 1 Spellcaster-Type Monster in your Graveyard with a Level less than or Equal to the Number of Spell Counters you removed, and if you do: Special Summon that Target. It cannot declare an Attack or Activate it's Effects this turn.

Each time you activate a spell card, place 1 Spell Counter on this card (Max 5). Once per turn: you can remove any number of Spell Counters from this card (min 1) to Target 1 Spellcaster-Type Monster in your Graveyard with a Level less than or Equal to the Number of Spell Counters you removed; Special Summon that Target. It cannot declare an Attack or Activate it's Effects this turn.

As for a review: I like it but it doesn't need the attack and effect seal since you have to build it up before you can use it. Its a little slow sice your opponent can destroy it before you can bring anything back thats really powerful, but without a doubt there are level 2 spellcasters worth targeting. Depending on what you had in mind, you could add a once per turn verion of magical citadel of endymion's protection effect to it and in exchange, raise the minimun number of removed spell counters to 3 maybe. Up to you.

What's really neat is that if I'm reading this right, you can use Citadel to bring back higher level casters. On a whole, I like it. It's distinctly not-useless like Arcane Barrier, and isn't severly limited in its potential like Star Hall. I'd run this in Spell Counter Casters.
