It's not bad, per se, but it's just a bit unnecessary because of how conditional it is. I'd be more likely to run Radius if I want a Level 4 that can be SSed if my opponent controls an Xyz (although Radius becomes Level 8 when it does). I guess it'd be okay in Wind-focused Decks, since Chidori is epic.

Xyz monsters are oh-so common, though.

 

It is, but do you normally tech cards with the expectation that your opponent will Xyz Summon and you will then be able to use this card's potential?

 

It might actually be better than Radius, now that I think of it. Radius needs combo cards to work the way you want it to. This is WIND, again for Chidori and other Wind-related synergy (Birdman especially) and the S/T bounce, while a mild nuisance normally, if timed well, it can truly shift the tide, especially if you have combos to play. Unlike Radius, it doesn't change its level, making it more valuable for the more common Rank 4 cards.

 

So I actually like this card more. There's no limit to the number you can control or times it can use its effect/be Summoned that way. Its low ATK makes it somewhat searchable, alas Sangan is banned. I wish it had only 1000 ATK, though.

Might make for a nice tech at 1 or 2 in Gadgets.

 

The effect goes off if special summoned  from hand and not just by its effect so you could always go it + Tinplate, can be searched by Gear Gigant, and two of them give access to Chidori. 

 

It's simple but I like it.

Yea, exactly.
If they went first and did a predictable Guide -> Zenmain(srsly, who doesn't open with this when given the chance?)
You could just Summon like 2-3 of these, provided you drew that many, and remove a potential backrow that was going to mess up your plays, in addition to giving you another monster.
Also, yes, Birdman shenanigans are the best shenanigans.
