When this card is Normal Summoned: You can target 1 "Utopia" monster in your Graveyard; Special Summon that target. You can target 1 "Number C39: Utopia Ray V" you control; equip this card you control to it. Once per turn, while this card is equipped to a monster: You can detach 1 Xyz Material from the equipped monster; negate the effects of the equipped monster, also destroy all monsters your opponent controls, and if you do, inflict 1000 damage to your opponent for each monster destroyed.

 

Rulings:
- If this card was equipped to Inzektor Exa-Beetle by Exa-Beetle's effect: You can detach 1 Xyz Material to destroy all monsters your opponent controls and inflict burn damage.
- Destruction and damage occur simultaneously.

 

I mean, it makes sense, but yeah.

EDIT: Upon closer inspection, doing what I said doesn't work, but you can still just make Thunder Charger like you always do, since it looks like the negation effect is permanent.

And as far as this card's wonky effect goes-
You can use V's effect first, then negate it for even more damage.
Also the built in Utopia revival is pretty neat.
Overall, it's a pretty cool card.
...Shame we are likely never going to see what the rest of Yuma's V- cards are :/
