Glad to answer that.

 

you can't 'officially' get the card, but you can do this:

 

1. Get a pack of card sleves (MTG size sleves helps for this step, but is not required)

2. Print your cards with your printer's 'wallet prints' option (9 images per page)

3. Find some playing card or uno cards, depending on your sleeve size from step 1 (or just find some yu-gi-oh cards you never use).

4. Put the cards from step 3 in the sleves from step 1, and put your "cut outs" over the cards.

5 Add real cards as needed to make a good deck.

6. Shuffle your deck and its time to duel!

I like it, IMO draw more means more opportunity to win. But, it's to simple and it's Level 8, you should make it more stronger. With that effect, your foe will try hard to take control or destroy that card. So yeah, you should atleast make a self protection effect.
