The only, and I mean ONLY, way that this card would be useful is if they errata'd it so that its effect activated while it was face-down.

Indeed, however it still probably wouldn't work. Facedown monsters have no effects. They'd have to completely mess with the rules and all that jazz...

Frankly, i'm a little surprised. Everyone is bashing on it as a bad card. I see some good potential there.

The probably of someone being able to remember each and every card placed in the graveyard is very slim. You can pull out a surprise.

Not only that, because it's effect can only be activated if it's attacked, it forces an opponent to waste a Spell or Trap card to get rid of it unless they want to battle a powerful Dragon monster. And if anyone knows anything about Dragon monsters, they tend to have to highest Attack Rating of them all.

So, honestly, I don't see what's so bad about it.

Please learn to be good at the game. At best, this card is just another Marshmallon/Spirit Reaper, and at worst it's a Level 2 monster with 300 ATK and 200 DEF. No opponent in their right mind would attack a face-up Decoy Dragon without first looking at their opponent's Graveyard.

its not that

its because if its face-up on the field, no one will be stupid enough to attack it... plus theres also a chance of vortexing it anyways

Please learn to read. Of course no one would! That means there's only one choice: Destroy it with a Spell, Trap, or Monster Effect, but that's a waste, is it not?

So your opponent faces a dilemma, Attack and battle a powerful dragon, or waste a Spell, Trap, or Monster Effect on it? It may not be good with an effect like that, but the nonetheless, effect like that stops an opponent in his/her tracks, and makes him/her think.

Except no one has to remember anything. At any point your opponent can ask to look at your graveyard.

 

Not only that, because it's effect can only be activated if it's attacked, it forces an opponent to waste a Spell or Trap card to get rid of it unless they want to battle a powerful Dragon monster. And if anyone knows anything about Dragon monsters, they tend to have to highest Attack Rating of them all.

 

Seriously, Reaper and Marshmallon are much better choices then this, and don't require a theme deck.

 

So, honestly, I don't see what's so bad about it.
