2 Level 3 Monsters

This card's effects can only be applied/resolved while it has Xyz Material. Neither player may play more than 1 Spell Card per turn. Once per turn, during either player's turn: You can Detach 1 Xyz Material from this card and Target 1 monster your opponent controls; negate that Target'seffects until the End Phase, and this card gains 400 ATK.
A Tour Guidable that turns into a 2100 ATK on it's first turn, rams down your opponent's monster, goes to the next Phase, turns into a 2500 ATK, EEV target.

Too good? Too good.

Boobies

OT: One spell per turn effect is fine. It's a Shogun Shien on a 17 body, that's ok.
What worries me is the veiler effect that also boosts her up by 400. In no time, she'll be a big beater ON TOP of hindering your opponent. Sounds like a slippery slope to me.

If I were you, I'd get rid of the boost effect, clock her at like 2k, and make the veiler effect detach 2 mats.

So... It's a generic Rank 3 that punishes decks for using Spells (which are a major part of the game, so it should be somewhat hard to do!)

On top of that, during EITHER PLAYER'S TURN(this means it's Spell Speed 2, so you CAN chain it to a monster effect that has a cost, and they STILL have to pay it), you can NEGATE THE EFFECTS OF WHATEVER MONSTER YOUR OPPONENT MIGHT HAVE AS AN OUT. This pretty much just leaves Trap Cards as an out-- which are reactionary in nature, so if you just sit on this bugger... they can't do jack diddly squat about it.

Once-overing the spell restriction(since you most likely wouldn't be using many spells in a deck that runs this anyways), the following decks are screwed over by THIS EFFECT ALONE:

Spellbooks/Prophecies

Fire Fists(most builds)

Ojamas

Evilswarms

And that's just off the top of my head. This card is too good. It's scary. It's just.... why? What compelled you to make such a card? I'm sorry about being blunt here, but that's the only way I can put it.

OBLIGATORY ZAZU-ESQUE REP MY REVIEW STATEMENT

Well, I said I would, so here is my review.

Ok, as mentioned in the title, this is Spellbook hate, which it excells at... kinda. High priestess can piledrive through this card, both through battle and through its effect. If the opponent is not able to get out a high-priestess, then they really are doing it wrong. The deck that I really see this card screwing is the standard Exodia. It stops their Trade-Ins, Cards of Consonances, and Allures. Additionally, decks like that would have trouble overcoming such a card.

On to the actual card

Against commonly seen Xyz monsters with protection (Dracossack, Angineer, Zenmaines, etc) this card has the potential to work wonders. Although the bit where is can become an EEV target is cool, I don't find it to be very relevant. Considering it has no form of built-in protection, its effect will probably only have a chance to be activated once. Never mind that bit. I mistakenly thought it had an ignition effect, but as a quick-effect it is incredible. This way, it can stop Big Eye and the other big Xyz with Ignition effects. Furthermore, you can just tribute it to EEV after resolution. You were right. This thing is awesome. As are its breasts.

Card Strength: 9/10

Card Design: 7/10

Howdidyouknowilikelolis *ahem* First glance: It's kinda good as spellbook hate, but for me the issue is the fact that it's a normal summonable 2100 veiler. With TGU, you can screw up a lot of your opponent's plays, as it is a really great generic rank 3. Flavor: Reminds me of the level 3 princesses (whose names I forgot) Not too shabby there, although Efflora doesn't make much sense name wise. Efflora sounds more like a plant-type. Playability: 10/10 It's a generic, 2 mat rank 3, what do you expect? Any deck that runs TGU will run this, period. With all the BS spellbooks are pulling, there's even more reason to run this. Hell, it's a veiler too, that's like 3 birds with one stone. Balance: First eff is reasonable enough. Stops a lot of spell spam that turns the game into solitaire and encourages thinking when activating your cards. The veiler part though.. I'm not so sure. It's too good. Does too much stuff. TBQH it doesn't need the boost nor the either turn clause, as it can screw up a lot of plays. Suggestions: -take out the boost -take out the either turn clause -we don't need more xyzs that negate, tbh -or, make it rank 4 and keep the boost. Leave the either turn, though. Seriously.
