Starlight Gem Dragon
LV8, LIGHT, Dragon/Synchro
2500/2000
1 Tuner + 1 or more Non-Tuner Monsters
Once per turn, you may gain 300 Lifepoints for each Face-up Spell Card you control (Except Field Spells). If a Monster you control is Destroyed and not sent to a Graveyard, Draw 1 Card. When this Face-up Card is Destroyed or Banished, Your Opponent cannot Activate or Set Spell or Traps until your next End Phase.

Any thoughts? Strong? Underpowered? Please let me know! Also, The OCG is up to date to the TCG language that Konami currently use. (I check current language all the time so stop whining about it and using prehistoric language that Konami abandoned! Violators will be shot with my anti OCG Missiles and a shotgun. Survivors will be shot again.)

My number one question is why though. (The original was 500 but that would have been really crazy).
The thought I have though is the only Decks that can effectively use it to gain more then 300-600 LP is Crystal Beasts or an Equip Card Deck (like a Utopia deck which doesn't exactly have room to get a Tuner and a Synchro in that deck which is a Support that's not really needed in the deck)

I do like the reply, I just have an opinion that when someone suggests changes they should say why.

For a moment my Anti-OCG Missiles were targeting you.

I don't really see it as being useful for the LP gain, since the conditions required to gain a sufficient and noteworthy amount of LP is something that can really only be achieved in a Deck like FF, and they would rather pump out Level 6s rather than 8s. Also, when do you gain the Life Points, O valiant master of OCG? I have iffy thoughts on this card's 2nd effect. Macro and D-Fissure are still cards, but at the same time, there isn't much that can be destroyed that can trigger this cards effect, but it still seems....out there. The Cold Wave I see as balanced, mainly because your opponent will have gone through all of their backrow to potentially get rid of this card anyway.

This card was technically made to be a Crystal Beast Support.

That's my hope >=D

As to the LP gain its a Trigger effect, and because of the rules it will activate in a Main Phase, once per turn. I don't seem to remember cards like Xyz Monsters (I.e. Illuminknight, Lightning Chidori, etc.) specifying the Phase unless needed. Heck, not even cards like Crystal Beast Cobalt Eagle or Crystal Beast Emerald Tortoise have the same kind of effect, and don't specify the Phase either.

As I mentioned, it's the type of effect that can only activate in a Main Phase. Not in any phase like the Dragon Ruler's are.

In that case, tweak the OCG to something like this:

"Once per turn: You can gain 300 Life Points for each face-up Spell Card you control (except Field Spells)."

This colon without any further activation conditions, followed by the "You can..." will make it immediately understood that the effect is an Ignition Effect, which can only activate during its controller's Main Phases.

First effect would require you to run Continuous Spells or ones that stay on field more than one turn (i.e. Swords of Revealing Light); although since you mentioned this was designed for Crystal Beasts; I could see it working here (to make best use out of it, you would need to have at least 3-4 CBs already in S/T zone). However, you do need to mention in the effect itself when you gain the Life Points like Arin/Lucas both pointed out.

Second effect, while normally would only work in decks that focus on banishing things or other things, works here (assuming you are playing CBs). Aside from their effects or the aforementioned Banish/Macro Cosmos cards, not much can trigger this, but it's interesting.

Final effect is essentially Cold Wave, except only on your opponent, however it requires itself to be destroyed/banished.

Overall, it's good but some of the effects are a bit situational.

As for the OCG part, I highly suggest you read how the effect texts of Lightning Chidori/Illumiknight, etc. are worded and compare it to how yours are. Or conversely, read this: http://yugioh.wikia.com/wiki/Problem-Solving_Card_Text. (Above poster has given you an example of how cards are worded nowadays)

Yes, I forgot the "you may"... That's something I'll add in real quick. (Forgot that... It's an Optional Trigger effect)

And yes, this was made to be for Decks that base around either Continuous or Equip cards.

The only other effect I thought of adding was something to destroy it to stop something. Any thoughts on that?
