That last effect... I think it can be worded better.

How about this?

During your Main Phase 1: Target 1 monster you control; it gains 500 ATK and DEF until a card effect is activated. After that, when a following effect is activated, negate that effect.

 

As for the card as a whole: It looks tricky, because the opponent might be able to pick what he/she wants to be negated, or can fizzle it with and "Once per turn" effect in which case the only thing he/she loses is speed. At the same time, you will be restricting yourself, as you won't want to negate your own effects.

 

I think the last effect should only affect opponent's card effects to remove this last problem.

Another improvement you could do to this card is to make it Quick-Play, for Damage Step surprises and/or catching your opponent off-guard during his/her turn: If he/she wanted to start a chain of effects in his/her turn, this card would get in the way.

Perhaps instead of quick-play, it could be a trap or even an equip card, worded like "Equip to one monster you control; it gains 500 ATK. When a spell, trap, or monster card effect is activated, send this card on the field to the graveyard; negate the activation and destroy it." 

Yeah... dunno if that is too good in terms of OCG, but I never see an equip card so, sorry if the OCG is crap.

Making it a quick-play will make this too good, since it's a catch-all negation that way. Making it opponent only will be nice though, to make your monster a mini onesided LaDD.

 

"nice" Are you kidding me? Even as a Normal Spell Card, it's broken, even if it affects you. Sure, your opponent can play around it, but it doesn't matter when the effect is on a Spell Card that lingers as long as when a card effect is activated, and obviously you're not going to use card effects after using this, so it's up to your opponent to get rid of a card just to be able to play normally.
