well from this new banlist, i think some people are surprise for 3 TGU, as well as me, then i decided to make some card for her return

Your opponent draw 2 cards, and if they do, they cannot activate cards or effects until the End Phase. Once per turn, during your Main Phase, if this card is in your Graveyard: You can add 1 Level 3 Fiend-Type "Underworld" monster from your Deck to your hand. During your Draw Phase, instead of conducting your normal draw: You can reveal 1 "Underworld" monster in your hand to add this card from your Graveyard to your hand. Any damage your opponent takes the turn this card is activated is halved.

well since the drawback is obviously huge and ur opponent just cant activate their cards during ur turn so i think this card isn't so powerful to be OPed, however all CnC welcome :)

Interesting card  ^_^ , but I think you should "Discard" instead of "Reveal", so it would be more balanced

well that effect is sealed my normal draw from the start, in addition to discard allow u to discard bus and return another guide or bus to the Deck, then u activate this card and then can add the one u just returned from it in-grave ignition eff, so if u looping 2 bus, u can recycle this card endlessly, the possible way im thinking about its concept now is to rely on No.49 Fortune Tune's effect, which not so easily sent bus to the Graveyard unless ur opponent are gone mad and try to destroy it carelessly during their turn, anyway thx to a comment and im glad u like it :)

Drawing two cards doesn't make it ok to make a one-sided Cold Wave that makes it completely impossible for your opponent to stop your OTK. Not to mention you also get a free Tour Guide out of it (and you don't even need to run Tour Guide here). Oh, and then you can reveal that Tour Guide and hog at least one in your hand to get ANOTHER turn of Cold Wave, which means you can use this to basically shut down your opponent's TTs and Mirrors while you make your huge plays. All while getting free Tour Guides, which can mean a free Leviair for more monsters or a #17 for more damage to make your OTK work.

 

Sure, using this multiple times is going to net your opponent some serious advantage, but that part is literally nonexistent when taking into account that this is Cold Wave Incarnate. No more Effect Veilers to stop key effects, no more Gorzs to stop you from pulling the OTK off, no more TTs to punish you for overextending for the OTK, no cards that will mess you up.

I think it still lacks something somewhere to make it more fair but useful.

This card's design really prays to be used for your OTK, making the drawing of cards irrelevant. Even with halved damage it could still possibly be saved for the finishing blows when it is calculated well.

 

Though more than "saving it for later" what I think would happen is that if you don't win that turn, that plus you just gave to your opponent will pretty much cause a reverse OTK.

 

That makes it either too broken, or plain not worth using, and in either case, it's a very risky thing to even use this card. 

 

I'm not sure what to suggest to help, I'm overall not a huge fan of these sorts of cards that seal away the last turn in favor of a player. I'm trying to come up with something but can't think of anything.

I like the card and with half damage makes for a hard otk, so giving your opponent 2 cards pretty much balances out imo. Sometimes it may backfire but that's the risk!

 

You should change the effect that can activate during your main phase to add an "Underworld" monster to your hand to "Once per turn," and also "Any damage your opponent takes on the turn this card is activated is halved."

 

Also, the art is fantastic, I always have trouble finding artwork and after long searches still don't usually come up with something near as good as that!
