They should make a card named "Shining Draw!". No, "SHINING DRAW!!!" (better). That would do something along the lines of: When this card is drawn or added to your hand: Target 1 card, except your current opponent's card, from anywhere on a 10 meter radius; shuffle this card back into the deck and place the target on top of it. Then, shout "SHINNING DRAW!!!" and draw it as your normal draw instead. But the point of Shining Draw is the ability to do it at any time.
