You cannot Special Summon during the turn you activate this card.Effect wise, this looks.... Strange. Sleepy Posted January 22, 2014 Report Share Posted January 22, 2014 The most sensitive ruling would be that the card requires you to NOT control a certain kind of monster, so an empty field should be fine. Another interesting thing to note is that you can activate it while controlling Synchros and Xyzs, so long as they were revived ones. I guess it is a worse Enemy Controller for Monarchs, although Konami seems to be encouraging more backrow for Monarch builds.
