Toffee.
If this does not promote OTKs, I'm all for this to return. Otherwise, replacement plz. It's funny, because this could be said about a lot of cards.

Sleepy
Mokey Mokey can OTK with the right situational combo, and the right lack of opposition. Anything can. Heavy Storm is still more consistent at it, and actually a staple that most (if not all) decks use whenever it's legal (except Dragon Rulers, they didn't that one format). This is bad because Konami could make fine replacements and even benefit off of the sells for some of the so called "necessary evil" cards that promote careful play. Examples thought on the spot (for the most part). Heavy Storm Destroy all Spell/Trap Cards on the field. During the turn you activate this card, you can only declare 1 attack this turn's Battle Phase. If you posses "Heavy Storm" banished or in your Graveyard, negate this effect and gain 1000 Life Points instead. Mirror Force When your opponent declares an attack: Destroy all Attack Position monsters your opponent controls. The attacking monster must still be attacking to activate and resolve this effect. Torrential Tribute When a monster(s) is Summoned: Destroy all monsters on the field. You must control a monster(s) to activate and resolve this effect. If you posses "Torrential Tribute" banished or in your Graveyard, you must Summon a monster(s) to activate this card. etc. *prepares to be told these are awful ideas*

Toffee.
Storm is the only balanced version of Heavy Storm. Why? Because it's always a -1.Why a -1? Because nobody will play it, unless it's a +12.
Captain Murphy ☆
Heavy Storm should at least come back to 1. Its not like it can't be easily countered...

Sleepy
NO, just NO! Like I said, those are just rough drafts. So I'm guessing you think current Mirror Force is fine at 3? We can't help it if cards end up in the list very once in a while, but you shouldn't be making cards with the idea of placing them there from the get go. You have nothing else to say here?
