Althemia
2 Level 7 monstersYou can also Xyz Summon this card by using a Dragon-Type Xyz Monster you control as the Xyz Material. (Xyz Materials attached to that monster also become Xyz Materials on this card.) If you do, this card cannot attack or activate it's effect during this turn. If this card would be destroyed, you can detach 1 Xyz Material from it instead. When this card is Xyz Summoned: Target 1 "Red-Eyes Black Dragon" in your Graveyard; attach it to this card as an Xyz Material. Once per turn: You can detach 1 Xyz Material from this card to target 1 card on the field; banish it. If this card does not have "Red-Eyes Black Dragon" as an Xyz Material when it activates this effect, you cannot conduct your Battle Phase this turn. You can only control 1 "Crimson-Eyes Ebony Dragon." Hieratic Red-Eyes Rulers support, seeing as how that is really the only way that Red-Eyes will ever be competitively viable ever. Made in a similar way to Dark Magician of Illusions and Azure-Eyes Silver Dragon, which is made as a best of both worlds for both.Things that I'm worried about:- The last effect being too restricted is my primary concern. Should it only lock itself out of the Battle Phase or should it continue to blanket everything?
Toffee.
With regards to the last effect-More or less it depends on the shenanigans that could ensue from it.Like, it's the fact Rulers can hang with Hieratics as an additional method of Rank 7 plays, and given the nature of Hieratics in the first place, you could easily set it up with or without having Red-Eyes as a Material. And even if you went the later route, you could just equip it from the Graveyard. Assuming, of course, you used Red-Eyes in a play from earlier.Or something like that. goddamnit names are a pain
Dragon Shrine sets up this homie rather well. Also, I don't think that it would necessarily be a good idea to use Atum for this (well he isn't the only option, but). ATK is the same, but this can't attack or use its effect (which is good for balancing, I must say), but if anyone goes for anything like this Gaia outclasses it in that department. But yes, the potential in the Hieratic Ruler build is rather high, all things considered. Would you swap out a normal monster to tech a Red Eyes or run 3 Normals? Just curious. I like the banishing effect, as well as its restriction. Seems fine.
Sleepy
The card looks very good for it's intended purpose, but other than that, and just for the sake of coolness I'd try something along the lines of: TGU into TGU > Number 17 > Stack this card on top > Astral Force into Heart Earth (how interesting that the combo with less investment can lead to the most materials) DAT Red-Eyes attachment effect. Can't be too hard in those old-school DARK decks with Armageddon/Dark Grepher or even Foolish/Dragon Shrines, depending on the deck. Too bad stalking it on top doesn't activate that attachment, otherwise it'd be as splashable as regular Red-Eyes was willing to be, even if ran for the sake of this Xyz. Overall, pretty smexy.
