Once per turn, during your opponent’s Main Phase or your opponent’s Battle Phase, you can: Immediately after this effect resolves, Synchro Summon 1 Synchro Monster using “Yang Zing” monsters you control only (this is a Quick Effect). So... point with the stats other than the fact that it's summonable by Jiaotu (like every other Yang Zing) and Synchros into Yazi for a Scrap Dragon that can go into another Yang Zing? I'm just saying that Pulao has higher potential and it sounds like to me, from your wording, that they both are grouped together on the same level of bad. While I agree that Pulao's bad now, his usefulness has format dependency while Taotie is consistently a bad card all-around for multiple reasons.
