Cannot be Normal Summoned/Set. Must be Special Summoned (from your hand) by banishing 2 WATER monsters from your Graveyard, and cannot be Special Summoned by other ways. Cannot be destroyed by battle or by card effects. At the start of your Draw Phase, before you draw: You can look at the top card of your Deck, then place it on either the top or bottom of the Deck. Once per turn: You can target a monster you control; it can attack your opponent directly this turn.

"Excavate" is actually just a new way to say "reveal from the Deck", so the opponent can see the card you're attempting to scry. I'd rather have something like this:

 

 

...At the start of your Draw Phase, before you draw: You can look at the top card of your Deck, then place it on either the top or bottom of the Deck.

 

Direct attack effect should last until the end of the turn - an indefinite direct attack effect on anything is problematic.

Okay, first up I would like to bring up the Draw Phase thing. Is this once per turn only? Because by the way you have worded it, it looks like you can look at each card an then put it at the bottom of your Deck to look at another one. The effect is very interesting though as it allows you to avoid effects like "Back to Square One" or other cards that put a card on top of your Deck. To be honest, I wouldn't have had a problem with it being able to be Special Summoned from your Grave once it successfully has hit the field before. Although not being able to be destroyed by Battle AND Card Effects makes me change my mind. This makes this monster indestructable.... Yes it has 2000/2000 but with no way of getting it off the field (Unless you can somehow send it to the Graveyard rather then destroy), this card is sticking around.

 

May I suggest only being able to select WATER monsters as the target for its Direct Attack ability? You need some kind of restriction as with a high ATK monster, you are looking at a possible easy OTK (Limiter Removal machines are just the start of your opponent's woes)

 

Other then that I really do like the Draw Phase ability but I would suggest toning down its indestructableness just a little bit.

it activates at the start of the Draw Phase, and after it does that, you are no longer in the start of the Draw Phase and it cannot activate.

 

Both effects are modular and don't grant any card presence. However this is super easy to Summon so a mild effect is acceptable.

I dislike how this card is basically a tough-to-kill 2000 ATK direct attacker, with the bonus of granting you a bit of control over your next card draws. If your opponent is unable to get a non-destructive card remover, you could very well win the game 4 turns or less. Yes, there are other 2000+ direct atackers out there, but they cost 1+ card(s) to Summon, don't come with a Beelze effect and/or are not as easy to Summon as this card. Plus, this card is searchable by Atlantean Dragoons, for whatever is that worth.

 

I suggest to remove the last effect, and in exchange raise its ATK so it can beat bigger things, but no higher than 2700; personally I would go for 2500 because of that Beelze effect. Or you could nerf the Beelze effect as J-Max suggests, then an ATK of 2700~2800 would be fair in my opinion.

To me it looks quite OP, considering the fact it has the summoning requirements of "Fenrir". You can make it a bit more plausable with more effects, being Nomi doesn't seem enough of a drawback. For example:

[+Condition]- This card cannot be destroyed by battle with non-WATER monsters.

[+Condition]- This card cannot be destroyed by card effects that do not target.

[+Maintainance Cost]- During your End Phase: banish 1 WATER or Sea-Serpent monster from your Graveyard, or banish this card.

[+Restriction] You cannot control or Summon non-WATER monsters. 

 

+ i think "God" is never used in the TCG ever, always dubbed to Deity, Divine, etc.
