Its a interesting card though to state a level based on the manga I would say 8 and/or higher. Still the fact that it only works if you summoned a high level monster and then acts as a POG which makes those drawn cards unusable that turn makes it interesting.

The monster Godwin had on the field when he activated this was level 8, so yeah I'd say that it'd probs be level 8 or higher.

It still is as vague as fornication.  It could be Level 7 or higher.  Heck, it can even take 5 and 6 into account if it wanted to.

5 and 6 are probably not high-Level.

"Saijyoukyuu" is "highest" (if that's even a word), so it implies 7 or higher. In the Japanese manga, 5 and 6 are referred to as "Jyoukyuu".
And apart from not being able to activate, it says you have to set one of the cards you drew. Not sure what happens when you can't set either, but anyways.

It might be a certainly nice tech in many decks, but I don't know the current metagame enough to judge on whether it'd be good enough in tournaments. That assuming, this gets printed in a form similar to this original (remember what happened to Ra).

So Goodwin uses this with his Level 0 to spam Duel Dragons?

High level monsters off the top of my head are DRulers and their decks, Sylvan, Cyber Fusions, and Qlips.

I don't remember the ruling on Prohibition for if you can set prohibited cards or not, but if you can then at the very least you can set Traps and Quick Plays with this.
