If your Life Points are above 2000, destroy this card. Only 1 monster can attack during each Battle Phase. Either player can Normal Summon/Set a Level 5 or higher monster without Tributing. Neither player can Synchro, Xyz, or Pendulum Summon. When a monster is destroyed by a card effect, that player takes damage equal to half of its original ATK.

Monsters can't attack directly, don't forget that!

I didn't forget, but if that happened, then the opponent could simply choose not to play any monsters to avoid damage.  By intentionally allowing monsters to inflict direct damage, there is incentive to put monsters in Defense Position.

This card is actually good. OCG is perfect too. This card is balanced, but I have a slight problem with this. You can only have it when your lp is below 2 thousand but then you are already dead and if they kill about 2 of your monsters you will lose. Remove the if your life points at above 2000...clause, and make it something like:
Pay 1000 life points to activate this card.

I do like this card. it puts a very interesting spin on the current game and it would be fun to watch many duels now. However I think that this could be abused rather easily due to the summoning effect. Even with the 2000 LP limit, it would be simple enough to work around. That being said, the limit does also pose a danger to the player using this card as it is not alot of LP in today's format.

 

As Divine Sword said, the OCG is very well done even though I am not an expert on it. it clearly has had thought behind it and makes the card look professional. I think a good OCG can often pick up a card that may not do so well (Not saying that this cards effect is bad. I'm just giving an example)

 

Overall I think that this is a interesting card and you have work hard on the OCG. Good job on that! :)

While I see that you've tried to emulate the Duelist Kingdom ruleset in the card, do keep in mind that Extra Deck locking is extremely powerful in this day/age and essentially screws with pretty much every Deck that exists, save for Monarchs, Shaddolls or any of the Decks that rely on Fusion/Rituals. 

 

Moving this to Any Other Cards because of it. The card does use the early DM rulebook, but that doesn't translate well into modern day.

Ah, okay then.  I figured that having less than 2000 LP for it to work was enough of a drawback to make it fair.

i suggest the following effect:

 

" Neither player can summon monster from Extra deck, other than Fusion monster "

 

basically make it more flexible with the upcoming extra deck stuff tradition konami throw at

In 2 years, we will probably forget about this card when Konami introduces yet another Extra Deck gimmick.

 

Thinking a bit too far ahead of ourselves, aren't we?
