Lore:

Blue Eyes W. Dragon + Red Eyes B. Dragon + Summoned Skull

You do not need Polymerization to summon this monster.
This card cannot attack the turn it is summoned. Each time this monster destroys a card in battle, decrease this card's ATK by 500.
This card is treated as both Dragon-type and Fiend-type.

I made it so the card doesn't need Polymerization to summon, which means it is easier to summon.

OCG fix, then quick CnC:

This card is also treated as a Fiend-Type monster. This card cannot attack the turn it is Special Summoned. When this card destroys a monster by battle: It loses 500 ATK.
 
First of all, DIVINE Attribute cards are forbidden in Realistic Cards. If you had read the rules properly, it explicitly says that. Change the Attribute to something else; DARK would probably fit it at this point. Second, Dragon-Fiend isn't a real Type; just make it a Dragon-Type monster and then have it be treated as a Fiend via the first effect.
 
As for the card itself (now that I've gotten the RC breaks out of the way), while it is an interesting combination of the ace cards of the original Yugioh series, just keep in mind that there are consistency issues. Blue/Red-Eyes can be run together with general Dragon support (especially with those new Decks for them), but Summoned Skull will not prove much help. Come to think of it, no one really uses Skull anymore; at least in the regular game.
 
The 5000/3000 stats are nice, though it is susceptible to removal in this era; factoring in the effort needed to SS this. Given its last effect, it's more of a sweep-type card/direct attacker, considering that it will be weakened over time as it kills things (though it does have the capacity to destroy a few monsters before hitting killable range). Not sure what to say on its attack lock, though I can probably see it being there to prevent this card from being a 5k beatstick off the bat. (Then again, we have Five-Headed Dragon who boasts the same stats and doesn't have such a restriction and materials are a bit easier to pull off most of the time)

Now that you've removed the Polymerization (or general Fusion card requirement), how do you expect to be able to summon this card now?

I am assuming you'll do it like Contact Fusion or the VWXYZ ones, which are somewhat harder to pull off. You need to mention this in the card.

 

You do realize that all of the monsters required here are Tribute monsters and will prove difficult to pull off, outside of Pendulum Summoning or some Special Summon combo.

 

At least you fixed the Type/Attribute, but aside from that (and you removing the Fusion card requirement); nothing much has been changed.
