Trebuchet MS
While you control no monsters: You can discard 1 card; Special Summon this card from your hand. When this card inflicts battle damage to your opponent: You can choose 1 card in your hand, then your opponent guesses if that card is a Level 8 or higher Monster Card or not, and if they guessed wrong, and the chosen card is a Monster Card, you can Special Summon it from your hand, ignoring the Summoning conditions.
An adaptation of this card, while also being an experiment in generic "ignoring the Summoning conditions" effects. I may have argued against those types of effects before, as they completely cheat the intended balancing restrictions behind those monsters, allowing you to run them outside of the intended theme. However! This card's effect, for all its potency, is counterbalanced by a different drawback. You pick a card in your hand, and they guess if that card's a significantly high-Level monster. Because most of the game-breaking monsters worth being cheated out are Level 8 or higher, most opponents are going to guess a Level 8 or higher monster, reducing the guarantee that you'd pull out a game breaker with this card. Not to mention that you'd need to draw that card first. But what if you could use that thought pattern to your advantage? Purposefully pick a relatively low-Level monster to grant yourself a free Special Summon and an extra attack. When your opponent starts second-guessing, the possibility of you getting a significantly powerful monster onto the field increases. What happens if they guessed right? You don't have to reveal the card to confirm a correct answer. A wrong guess will be immediately confirmed once you opt to Special Summon the monster. But since that Special Summon is optional, you can choose not to do anything after the opponent's guess to lead them into thinking they've answered correctly. You're more or less forced to do nothing if you've picked Spells or Traps in your hand anyway, but it leads the opponent into thinking you might have a potent monster in your hand. Adding verbal mind games while giving your opponent a scent of control over your effects is my favourite method of introducing player interaction. Whether you can effectively freely Summon Stardust Buster, or Horakhty, even, depends on how well you've outwitted your opponent.
Tesability Black
Converting a blue card from M:TG to Yugioh and making what looks like a decent adaption to the effect...sweet! Mind games are always, always fun to play with, especially when you're the one playing the ringleader in such games, hehe. Unfortunately for me, imgur is being a pain in the tails, so I can't even see your card...

Umm... frankly I feel that this card is quite bad since there is no alternative method of summoning this card. Perhaps it can be summoned with an alternate cost sort of like Tidal? The two cards could even have a fun interaction. But still. Horakhty. Live the dream. Win the game. Not just a game. The game. All of it. Forever. The15thWing
Methinks this card would be kinda useless, as your opponent will almost always guess 8+, simply because that's where the big threats are. Only some cards can actually abuse this thing at under Level 8, so it's safe to say it would always be a "Pick 8" Scenario. Horakhty is a fun idea, but it kinda falls short. Considering there's very little drawback to choosing +8 and getting a 7 or lower on the field, while Horakhty is still a dead draw.
Trebuchet MS
Umm... frankly I feel that this card is quite bad since there is no alternative method of summoning this card. I actually considered an alt-Summon for this card, perhaps involving yet another mind game to grant a free Special Summon. But I didn't act on that seeing that it would result in one hell of a wall of text. Hmm... EDIT: Alt-Summon effect added that lets you pull this card out without needing a Tribute. However, you'll end up reducing your hand a little.
