-kyo-
Target 1 card in either player's Pendulum Zone, then declare a Pendulum Scale from 1 to 10; it becomes the declared Pendulum Scale until the end of this turn. http://yugioh.wikia.com/wiki/Pendulum_Turn well that makes things easyer...or harder? please discuss
Blake
Different from its relatives in that using it on yourself isn't going to be a genuine neg, more often than not, and it makes it more versatile.
ems97
Well it has two sides of this story. First story is screw up your opponent's scale so you can get a second chance to stop the next Pendulum Summon. The next is make your life easier to summon high level monsters by modifying your Pendulum Scale.
Just Crouton
Now, Vanillas can Pendulum Summon Lancephory-whatever-the-2500-Pendulum's-name-is and Dragon Horn Hunter.
The Warden
They always could, as Lancer and Flash Knight are scale
Blake
Now, Vanillas can Pendulum Summon Lancephory-whatever-the-2500-Pendulum's-name-is and Dragon Horn Hunter. They already could ._. The scales they had with Lancephorynchus were 2 (Foucault) and 7 (Lance). This changes nothing there, except making Odd-Eyes summonable... in a deck that won't want to summon him because it has no reason to run him. EDIT: Oh, I got Pendulum Summon wrong.
Βyakuya
If it's anything to stop Qliphort temporarily, set their Tool/Scout Scale to 6. Lel
Neutrality Man
If it's anything to stop Qliphort temporarily, set their Tool/Scout Scale to 6. Lel That'll still let them Summon Shell, Disk, and whatever new bullshit Qliphags have at 7 and 8. Set Tool/Scout to 9 if you want to turn them off. SirReal
Scout's scale is 9, you want to make it 1, either forcing them to play another 9 and lock their scale next turn or not pendulum summon.

Ah, my mistake. My blinding hatred of their brokenness had me confuse the scales of Disk and Tool.
