DivineDragonKnight
Light Ruler Synchro Dragon (ver. 2) LIGHT | [Dragon/Synchro/Effect] | Level 8 ATK/2500 DEF/2000 1 Tuner + 1 or more non-Tuner monsters This card is unaffected by the effects of a Special Summoned monster. When this card would be destroyed by a card effect: You can banish 1 LIGHT Tuner monster from your Graveyard; negate the activation, and if you do, destroy that card. Once per turn, you can discard 1 LIGHT Tuner monster from your hand: this card's Level becomes 2 and treated as a Tuner monster. These changes lasts untl the end of this turn. Designed to be an opposite of Dark Rebellion Xyz Dragon, also added an effect for the further evolving. Any thoughts?
Ryusei the Morning Star
Err why would you want a lv8 tuner?
DivineDragonKnight
Made a little change to fit in the Accel/Delta/Over Limit synchro. Thanks for the reminder.

Flash Flyer - Sakura
FIXED your own card for you, 1 LIGHT Tuner + 1 or more non-Tuner monsters Follow the Advanced Clause. OCG fixes do not count towards your minimum requirement, especially when you change the card's summoning conditions without providing any logical reasoning. As for the card, it has an added layer of protection against stuff like Mirror Force, Exciton and whatever; in addition to being immune to 101/whatever SS monsters are used lately. On normal occasions, having unlimited protection from destruction is pushing it; you need to have LIGHT Tuners in the Graveyard to pull it off. As for its Level changing effect, it beats out Life Stream Dragon [IRL] in terms of usability for an Accel Synchro to some extent. We'll have to see what Arc-V decides to do with the real one, though.
newhat
The first and second effects in combination make this dragon more resilient than any other generic Synchro or Xyz Monster. Except Felgrand I guess. It's still weak to battle though. Turning this into Formula for a turn is pretty cool but what Light Tuner are you going to use, Chiwen?
