You do realize you can tribute summon this, or summon it off any other card effect, like Soul Charge or Call of the Haunted or even fkin Valhalla? Yeah, it had no impact, but it's a walking beater floodgate that gets you something back and comes back. The connection is that Konami brought them back up at a time they wouldn't do anything of any relevance; why they did it at those specific times instead of say, another time, is unknown to me. Also, if you want to be picky about their previous status, T.G. Striker and Agent Earth were also moved up when they were long past their time to be relevant. Then he brought up Tsukuyomi and Magician of Faith, which WERE kinda broken back in the day, but were recently unbanned because...of lack of impact. Konami bans things based on impact and you know it. If a card doesn't overpower the meta, it won't get hit. Whether it will be taken off is another deal, because there are a lot of cards that were once banned and are still on the list even though those decks wouldn't do a lot nowadays (hi Inzektors).
