Surely Konami of Japan wouldn't make a list with zero changes without a reason.The reason why they did it is really clear. 1) They don't want a left field deck like Infernity to win world again2) OCG's new set rotation format is getting a lot of skepticism, this is OCG's way of giving the non Japanese/Korean players a foothold into the format It's personally bad IMO, since there were a lot of cards that could have moved up, like OCG still lacks a good lv 6 synchro monster. Maybe Brio will be the November V-Jump, maybe not. Gale should have moved up. Small things like that. Also nothing outside of Sphere-Mode Ra can break Heros Law-CDI-Shock lock. DOCS looks really disappointing. So the meta won't change much in my opinion. It's not so much bad as disappointing. The April format is healthy enough I guess This is konami's idea of a joke, huh? Oh well, I think I'll try trusting them on this one. Maybe they have something in mind. July is a minefield with Worlds and moreso now with Set Rotation I'd expect a January sized nuke in October That being said, I can't wait for August so Burning Abyss can blow some fresh air into this format. Most people don't remember, but they had a November 1st Banlist in 2013, this was like at the Prime of Shield Sword Rulers, everyone was hoping that rulers would get slammed, but they waited (and said deck did die out around december) and then slammed rulers from 3 to 2 in February.
