When this card is Normal Summoned: you can target 1 Level 8 or lower "Elemental HERO" from your graveyard; special summon it to your side of the field. When this card is Special Summoned: you can target 1 Level 8 or lower "Elemental HERO" from your graveyard; special summon it to your side of the field while ignoring its summoning conditions. You can only activate 1 "Elemental HERO Rescue Wing" effect per turn and only once that turn. This card cannot be used as a Xyz Material.
ATK/1000 DEF/1000

An idea for a Wind HERO that not only lets you recycle your Blazeman and Shadow Mist but also allows you to summon the Fusion "Elemental HERO"s if itself were Special Summoned.

This sounds like a good idea, it always bugged me that HERO fusions couldn't be revived. Its also WIND for great tornado since HEROs need a good WIND monster to replace stratos. It can be used to trigger shadow mist which might be an issue but that's probably just my anti-Dark Law bias talking. There isn't a good way around that without also restricting everything else you can summon so its fine as is.

 

This card cannot be used as a Xyz Material. is a nice touch so people don't turn it into a wolfbark.

 

1 Issue I have is that most effects that special summon from the graveyard in that fashion target. With the current wording this card doesn't. I assume targeting is what you wanted and didn't know how to word it.

 

The text you want for letting it revive the fusions is "ignoring its Summoning conditions."

Technically summoning conditions aren't effects, but I'm reviewing based on what I thought you meant.

 

Thus I'd word the effect as:

 

When this card is normal or flip summoned: you can target 1 Level 8 or lower "Elemental HERO" from your graveyard; special summon it. When this card is Special Summoned: you can target 1 Level 8 or lower "Elemental HERO" from your graveyard; special summon it.
