Without the restriction on this card, this acts like a restricted version of Tour Guide (in terms of usability + effect) and we already know what Tour Guide is capable of doing lately in BAs and other R3 Decks. So yeah, keeping the Xyz lock is a good call.

 

It's kind of similar to Synchro Magnet in terms of its summoning condition, but triggers off of a NS instead (and can match its Level).

It is capable of making Synchros on the first turn (mostly 4/6, 2 if you try to make Formula or something), albeit constrained in terms of Level (this is assuming either 1st turn or you have no other cards). Otherwise, it can certainly help in making higher Level ones if you have the rest of the board set up.

 

Although, I'd assume the rulings on its SS condition are similar to that of Sovereign; you can't trigger 2+ copies on a single NS.

Otherwise, it'd help with Double Tuning things or something, but that's it.

 

Not really sure what Decks in particular would enjoy this, but certainly would be helpful to Decks that tend to Synchro often (at least from how I see it).

Well it was designed as a Synchro Kagatokage where some its options can include stuff like Goyo Guardian for ATK with stuff like Old Entity Hastorr and Armoury Arm for Support.

In addition I kept it 3 or less as a lot of the Level 8 Synchros would abuse this a bit too much.
