This card does give the Extra Deck HEROs an actual revival option; given all of them are Nomi for whatever reason and cannot be SSed once they die.

Although yeah, you can still set a face-down monster and then trigger this.

 

In terms of targets, it revives a lot of the older HEROs (although a few of them are outdated nowadays), as well as that of the Omni-HEROs.

TBH, only good target for reviving nowadays is probably Absolute Zero from the ED.

 

But you can still revive Bladedge and the other stuff, for triggering Shadow Mist/Blazeman and whatever else into more Mask Change/Fusion stuff.

It is limited to Elemental HEROs though, but likely would be a bad idea to extend it to other HEROs (see Dark Law).

A couple of nice things about this wording is that you still SS it if you control a face-up monster(s) when the effect resolves, also it doesn't target, so your opponent can't chain to this in an attempt to banish your chosen monster (unless of course you only had one option to begin with, but you know.)

 

This card is great for old E-HERO decks, essentially imitating how Jaden used Monster Reborn in the anime. This also helps the lack of speed in old E-HERO decks to a small extent because a big problem was the monsters you needed to fuse, and coincidentally to defend yourself, always seemed to get destroyed before you could use them, barring Miracle Fusion. In addition to the Fusion Monsters' hard Fusion Summon-onlys, this card starts to help to fix those problems, but is not the answer to all their problems. A very decent card overall.

Edit the cards text from what Sakura provided also in addition to the mentioned Absolute Zero, Bladedge, Shadow Mist and Blazeman you also have other options like The Shining while you still have other HERO's in that are banished giving it a little boost and Nova Master for draw power.
