If this card is Normal or Special Summoned: You can pay 500 LP; look at the top card of your Deck, then either place it on the bottom of the Deck or reveal it and add it to your hand, but skip your next Draw Phase. You can only use this effect of "Dr. Frange" once per turn.

 

Okay, so this card. It looks bad, but I feel it might have potential. The drawback can be stacked similiarly to how Reckless Greed's can, which means that you can summon Frankenfind on your turn, use its effect, possibly get a card or just filter something out, then either use him for an Xyz or a Synchro and revive during end of your opponent's turn with CotH to grab another card. The drawbacks will stack and you'll skip just 1 draw phase. You can also simply Emergency Teleport into another copy of Frankenfind on their turn. Also using this while being under Reckless Greed removes the drawback completly, and 2 copies of Reckless Greeds + multiple Frankenfinds is an amazing burst of card advantage in those 2 turns. I don't know WHERE it would bit, but it's certainly potent.

I'm more interested on this card being a Level3 DARK Tuner, since along E-Tele it grants certain decks access to specific Synchros that require a DARK Tuner. For instance, Zeman in Level4 Beast decks, Frozen Fitzgerald in Raccoons, Arachnid in Inzektors, or Beelze/Void Ogre in Artifacts or any deck with Level 5s. Yes, I know these examples are too silly and far from relevant in the current metagame, but I just bring them up to point out how this card adds a couple of more applications to E-Tele; plus, one never knows when a metaworthy deck may be able to make good use of this.

 

Then, as icing on the cake, its effect will also trigger when summoned by E-Tele, which should add more value to the card. Even if you are not abusing it by stacking Draw-Phase skips, the effect by itself doesn't look bad at all: basically, it advances your Draw Phase, without actually giving nor taking any card advantage, while that extra speed should be handy sometimes. I really don't see any reason to not pick the card, unless you are messing with deck stacking; you will be getting that card later on the next turn anyway, so why not pick it up earlier?

 

I do wish this had at least 1 solid stat as Snow Rabbit does, but it should be good enough anyway for Synchro summoning purposes.

These actually are bigger than it seems. It means said Decks have another boss to their table. None of those you mentioned are to be taken for granted as well. (Except Zeman) Also it should be noted you can do this dude + Resonance Insect for Underground Arachid. This will definitely be interesting for rogue a lot more than meta based on its properties alone, (Similar to Krebons) and I look forward to seeing what it will do
