This monster gains 100 ATK for each LIGHT monster you control. When this monster is used for an Xyz Summon, the Xyz monster gains ATK equal to half this monster's current ATK.

At best, this card can hit 1500 ATK, which isn't necessarily great on a Level 4 nowadays; given the need for you to have a full field.

You can buff it to 200 ATK per monster; it'll hit 2000 ATK on a full field, which is more acceptable.

 

As for the effect when it's used to Xyz, as-is, it'll amount to 750 ATK at best; while not bad, it requires more effort than it's worth to do it (full-field).

With the change, you can hit 1000 at max (or on average, maybe 400-800; which is still good).

You can also try at 300; while yes, it will reach 2500 if you swarm, it does require that you be capable of it.

Only LIGHT Decks that can swarm nowadays is probably 'tellars (though they likely have no room for this).

As said above, you could boost it up. Even 300 per monster doesn't sound too bad since it'd only surpass Extra Sword on a full field and that requires jumping through hoops or being very behind.

Oh a plus side, you can attack with this and Honest your opponent. The boost from Honest will stay until the End Phase so you have time to use it for an Xyz before it runs out of that boost. Not the best but definitely a fun combo I'd laugh at if I saw it on a duel.
