[spoiler=Effect]Activate this card by discarding 1 card from your hand tributing 1 Special Summoned monster from your opponents side of the field. Special Summon 1 Level 4 or lower monster from your deck or graveyard to your side of the field. You can only activate "Suprize! It was me the whole time!" once that turn.

So.. you effectively tribute a monster on your OPPONENTS FIELD, to pull one onto /your/ field from your deck or grave. On top of being a trap... and a chainable one at that..

..You do see how broken this type of effect is right?

 

The cost isn't even a cost, and it gives you advantage in the process.

Added a 1 card discard cost if that helps...

The cost isn't a problem in certain Decks, considering they can actually revive things from there.

I can pretty much say 'tellars will probably use this to get rid of an opponent's monster (especially given SSing is very much a common sight now).

 

Discard something not named Altair, summon Altair, use effect to SS discarded monster or whatever in the Graveyard + proceed to trigger whatever you want.

 

That, or Majespecters can use this to get rid of monsters that otherwise won't get hit by their own backrow; especially in mirrors.

Also keep in mind they also are capable of quick SSing and on-summon triggers; not as bad as the above, but you get it.

In a nutshell, the opponent is out a monster + you essentially have a free monster or two, plus whatever added advantage you got.

 

If I read it correctly, there's also nothing stopping you from simply reviving the monster you discarded (if any), so here's what we have:

- Effectively "zero" cost to Tribute an SSed monster in certain cases.

- Opponent is out a boss monster (or something else); will happen most of the time, and likely with a boss monster.

- You have Xyz/Synchro/Tribute fodder, and any added advantage gained from certain effects.

 

(That, and HEROs also have another reason to spam Shadow Mist for Mask Changes and whatever else.)

 

Indeed, this card needs a lot of fixing. 

I'd probably advise changing the effect completely though; as-is, it is rather broken in certain places.
