Realistically, you're not going to be Synchro Summoning this much (if at all), but yes it is still capable of screwing your opponent over A LOT.

For its summoning conditions, it's still 8 cards minimum worth of investment to make.

 

You could use Phonon Dragon, reduce itself to 1; Synchro Summon another one the following turn with the same thing, then summon whatever two Synchros you want whose Levels total 10, and then go into this. But yes, it's rather difficult to pull off, but has a very good reward if you do manage it.

 

With that in mind though, locking your opponent from doing anything is not really the best idea.

Get this card out, and your opponent essentially quits the duel, unless they either get a +3.5K monster out or something else.

I would probably change it to have your monsters be unaffected by your opponent's card effects and stuff like that.

At the very least, the opponent can still do something, even if you pull off the near-impossible with this card, as opposed to a complete shutdown.

 

Right now, it is indeed a massive floodgate, albeit one that is rather impossible to summon by current standards.

You can still do it, but your resources are better spent on other monsters.
