A Vampire Pendulum Monster that can send stuff from your opponent's Deck or Special Summon itself from the Extra Deck if something is sent from their Deck to the Graveyard.

Pendulum Effect:

You cannot Pendulum Summon monsters, other than "Vampire" monsters. This effect cannot be negated. Once per turn: You can declare 1 card type (Monster, Spell, or Trap); your opponent sends 1 card of that type from their Deck to the Graveyard.

 

Monster Effect:

You can Normal Summon this card without Tributing, but its Level becomes 4 and its ATK becomes 1600. If a card(s) is sent from your opponent's Deck to the Graveyard: You can Special Summon this face-up card from the Extra Deck, but banish it when it leaves the field. You can only use this effect of "Vampire Master" once per turn.

Nice work.

Being a high end scale for vampires to allow the use of multiple high-level vampires (except vampire genesis and vampire vamp) at once (even though the question for a low-end scale remains), however with its Activation Pendulum Effect it can trigger the kingdom and thus create setup.

The last effect seems like a desperation move, however considering vampires would not be able to easily replace a lost scale this effect should be quite useful.

Vamp is actually a Level 7, I made sure it could Summon any of the Normal Summonable monsters.

 

Yup, it's to more easily get it back since you're likely not going to use a ton of Pendulums in the Deck.
