Well, it has a Black Tyranno-esque effect of direct attacking if your opponent is being defensive, coupled with RDA's destruction effect if it does that.

Would be good against a few Decks nowdays (i.e. Superheavies and other Defense-oriented stuff), or just play mindgames with the opponent.

 

Also helps with sweeping for game later on, once you get the opponent's stuff out of the way.

 

But, in all, it requires that ALL the opponent's monsters are being defensive, otherwise you can't really do much (though there are other ways of getting its direct attack out + forcing the opponent into where you want them). The concept on its own is nice though, and fits into Red Gyarados in the anime/manga (which I probably didn't watch).

I like this card a lot personally. Not only am I a sucker for that art, but Book of Eclipse and Swords of Concealing Light are fairly easy ways to make this work.

You connect some damage in, you clear the board for your other cards to attack, and it being a single Tribute Summon monster is no longer a bad thing like it was when the Extra Deck mechanics were kings. All in all, not game changing since cards like Pendulums will just come back next turn, but enough of a momentum change to be fun.

 

If I had to say anything about it, it'd be great to have it be 1 Level lower just for A Legendary Ocean combos and other things... but it is fine if it is like this too.
