Cannot be Tributed for a Tribute Summon. Once per turn; You can discard 1 Spell Card; Special Summon 1 Level 2 monster from your hand or Deck, also if you Special Summon a Level 5 or higher monster(s) this turn, destroy them during the End Phase.

ATK 500 / DEF 200

 

So I designed this mainly with the intent to use besides Hand of Nephthys to bring out full Nephthys, but then decided to make it more versatile by making it a Tuner, whcih I think opens up more possibilities for synchro plays. I would appreciate any CnC you have.

Sounds like a play on Saambel the Summoner, given the name and the fact it's Level 2. I like the intent of being able to open up Synchro plays, but you have to be careful with effects that Summon from the Deck. Not sure how it would play out in real life.
