Cards excavated by this effect but not added to your hand are placed on the bottom of your deck. You can only activate the effect of "Fudafudafuda" once per turn.

And you should totally make This card a Level 1, since then it could compete with Mystic Piper for added shenanigans. I mean, it would be cool. So why not?

Okay this is different, but what happens if the excavated cards aren't added to hand? Might want to specify that.

Also the fact that it's level 3 with 300 ATK/DEF hurts my sides

 

Adding the top card of your deck to your hand sure is helpful (it's called--gasp--drawing!!!!!! WOW), so a Penduldumb deck could use this to some effect, say, igknights. You could also equip it with Wonder Wand or something. If it were a tuner, that would also be helpful. As for the actual effect, you would indeed need Big Eye or something like that, which might not be worth the effort.
