Flash Flyer - Sakura
Banish 5 cards from your Extra Deck; draw 2 cards. You can only activate "Extra Buck" once per turn. You cannot Summon monsters the turn you activate this effect. ----I assume you meant to say "Tip", right? (Extra Buck already exists) But yeah, only use I see for this card is banishing random filler cards in the ED for draw power. Oh right, and Parallel World Fusion stuff for HEROs if they even bother to do it (assuming you're willing to wait a turn for it though). Either that, or Pendulums (likely dead ones that you can't re-summon because of the Scales).

shadowsapex
I'd say it's Exodia support - but the hard once per turn makes it a one-of, and since Library Exodia needs to summon their Library, it's gonna clash. In Hope for Escape Exodia, though, it's pretty great. Psyframes might use a few copies, but more than one activation would leave them with nothing to summon. Burguesstoma would basically have to pass the turn they use it, and also need a decent amount of cards in their extra deck. Can't think of any normal decks that would use this. The summon restriction just kills it in any other deck. Changing the restriction would broaden its applications, but possible make it too broad. It's a good concept, but mediocre and limited in uses. Snatch Steal
Graydle could pull it off IMO, since they don't touch their extra deck except once or twice, and it does say "Summon," no Set restriction. Ghostricks would enjoy this too, since they're the same case.Fortunately, the restrictions are pretty nice, since not many decks can really use this, but it helps them out so much. If I were to make this card better, I'd specifically state "(but you can set)", and possibly have a "you must control no monsters to activate this card" clause, so that nothing can use this while they're ahead with several monsters on board and go "Hey united we stand gg" or something stupid like that. Also why is this in casuals sheet's meta
mr. waifu
Thought might not fit in Advanced Clause. Also, if your good at reading the text, you should be able to see that you can set.
Flash Flyer - Sakura
You actually need to mention that you can still Set (either that, or write that you cannot Set if that's also the case).
mr. waifu
But there are some occasions where a card will say you can not summon, but says nothing about setting, and you can in which case.
Flash Flyer - Sakura
Except those are in older styles of writing; PSCT is more direct about it (so we avoid ruling issues about whether you can do something or not). But this is supposed to be a discussion on how your card is supposed to work; not about whether or not Konami can be consistent with their own wordings. ----As of now, can't think of any good Decks that can run it. Granted, it CAN be used, but just not in very many consistent Decks nowadays (if any).
IQuitDolphin
This is what Pot of Cupidity should've been. It's extremely risky, but has more usage in rouge decks that won't access their ED often. Cupidity is just too generic with its restriction not really a restriction.
