You must control another "HERO" monster to activate and resolve this effect. You can only activate the effect of "Elemental HERO Aqua Blaster" once per turn. (I would think using wording similar to Union monsters is appropriate here, but you want the cost to be your choice) ---------As it stands, giving HEROs another viable WATER target to make Acid/Vapor/Absolute Zero from is still nice, coupled with it being Breakthrough Skill for any face-up your opponent has. Although, one concern is that you can send this card to the Graveyard to negate something once, then shuffle it back for another round (granted, BTS has a similar premise to this, barring its lack of OPT and limitations to monsters only, so this shouldn't be an issue). But yeah, at least you have it require a HERO monster; otherwise this would pretty much be a hand trap version of Breakthrough Skill that any Deck could readily abuse (even with the hard OPT).
